P-16: A SYSTEM AND A PROCESS

This report and the recommendations incorporated within recognize that P-16 is both a system and a process that are intertwined.

System:

P-16 is a comprehensive, integrated system of education that links preschool, elementary, middle, high school, and postsecondary education. It focuses foremost on fulfilling students’ needs and connects separate educational sectors to form a coordinated pathway that facilitates student transitions and promotes post-secondary success. As a seamless, unified system, P-16 supports and links early childhood, K-12 and postsecondary institutions to ease transitions between them.

Process:

P-16 is also a dynamic process, one that is student-centered, community responsive, and future-oriented. It is the means by which diverse stakeholders come together to transform the community’s educational system and, by extension, the region’s civic capacity and economic vitality. In bringing these stakeholders together – representatives of the business sector, social service agencies and nonprofits, local and state government offices, parents and the community – the distinct resources of each can be aligned and leveraged to enhance the academic experiences of students at all levels from birth through post-secondary education.
